There is more than one cause, but none of them are 'legal' that I know of.

Go to see the scrutineer/MSA rep and describe the 'symptoms' and the kart no accurately and see what they do..... Not all will act but..... some will just have a 'word' in the appropriate ear. Both methods can be helpful.
