As the Drivers are regulated here, but the Engine Builders aren't, how about the following suggestion:

That the ABkC commissions a "standard form" of model contract between driver (or parent/guardian) and service provider (eg engine builder).

The contract should identify the main concerns of both sets of stakeholders, ie that the requirements are for an engine that will comply with appropriate MSA regulations; and that drivers/parents won't ask for non-compliant modifications and will pay once the work has been undertaken.

Identify agreed compensation payments in the event of either party defaulting (eg the engines found not to comply with the regulations).

Engine builders and drivers can then choose whether they adopt the model contract.

It wouldn't be an enormous job to do this (hardest part will be making it fair for both sides), but to make the model reliable you might want a lawyer to approve it. I'd suggest that the Drivers Association look at it, but I doubt that it has the means available yet!
