The rule has a purpose and used bare chassis are virtually worthless anyway. Certainly by the time you've had your fun with it it will be ready for the skip, welded or otherwise.

They should all be fixed, what a waste of life testing multiple bars, in, out, flat, 45 degrees, 90 degrees, wet, dry, hot, cold. Surely we have better things to do?
