The cheapest is Hammerite rust remover, it's a gel and should only cost Ł5.00.

Spray with WD40 and wipe off afterwards as it does tend to 'flash rust' once you clean it off because you've presented an attractive surface for new rust to form on.

I would be inclined to just leave it and put the inhibitor in if the rust isn't bad.

It only forms because of the oxygen in the tap water you've been using.
