No I don't think so.

People who have Ł100m, Ł500m even Ł1b sitting in the bank want to race seperately from your average karter.

If they where all equalised and put together it wouldnt be elitest and such people wouldn't do it.

If the drivers sponsered by the F1 teams wanted a true measure of their talent they would enter the Rotax world finals.
