Yes the Green light starts the race - But you cannot break formation till the start line. Hence why at the start line a driver should not have overtaken.

Think back a few years to F1, lead car had a fault, but driver in second did not overtake till the line after the safety car pulled in and green light was shown, he was alongside but not past.

You try to send the green light when they are all in formation and no-one has an advantage, then P2 might get a better start, but that driver needs to judge it correctly otherwise they will be too far forward in relation to P1.
