What year is the chassis? It sounds unlikely that it will comply with the current regs.
Bodywork and its method of figment being the primary problem.
Should the chassis be pos2004 you will have a chance, however you say it's a jica therefor not so likely.
On the plus side there are plenty of s/hand chassis out there at bargain prices.
