The WTP still needs to be sealed.

The MSA did not want another sealed cadet engine. This means scruts will be more inclined to look into engines and check them properly. also you "ARE" allowed to blueprint the new cadet engines, I beleive this still to be true, but check before you alter anything with your dremmel!

I have some knowledge of the new cadet engine tender process, as I submitted a bid myself and assisted in a small way in another bid.
