I would suggest the following...

1. Restricted gearing (choice of three sprockets for axle, one for engine). This would reduce RPM.

2. Use minimax carb restrictor. This would also reduce RPM.

3. Use double wadding in exhaust.

4. Use quieter/better air box.

The above are the most simple and easy methods to impliment I can think of, plus not too expensive either.
