I too have been following the diagram and I have not had many problems with the pumps I change them every 3 to 4 meetings as a matter of preventative maintenance.
I don't recall seeing the diagram in the rotax manual - which is out of date anyway.
I agree with your explaination - but really confusing to supply the rebuild kit with the layers in the wrong order- I am willing to bet loads of people just fit it as supplied
