I had the exact same problem with my brand new engine last year tried changing everything then found out it was the shaft conecting the blade the powervalve. It has been slightly changed and that the threads come further down than other years so everytime powervalve comes down to far it sticks with the threads. We fixed it by filing down the first 3-4 threads. Or you could buy an old style shaft. Since then no problems at all :)
