If there really is a noticeable performance difference, which would surprise me considering they are hire karts, the only reason would be because they aren't maintained as well as Club 100's karts.

There is always an element of performance difference in all hire karts, as unless you spend hours building the karts to minute tolerances you can't make every kart identical. Plus, if you have a group of bandits running kerbs and hitting each other somethings going to be bent out of place in that kart, hence why it might handle differently.
