I've got a copy of the MSAs ITT document (Invitation to Tender). The highlights are:
"Target" price is Ł800+vat rrp (complete except mount)
Max. power 5.5hp
Increase in laptime of 0.5 seconds.
Compatiable with current MSA homologated cadet chassis.

Engines must:
Use fuel injection or a fixed jet float chamber carb or a diaphragm carb where jetting cannot be adjusted while kart is in motion.
Be clutched with onboard starting, pull start preferred for economic reasons. TAG proposals must meet max. cost target.
Standard ECU/Ignition system. Variable ignition not permitted.

MSA was due to announce shortlist on November 11th with evaluation testing to commence 11th November to 31st January 2012. Final decision is to be no later than 1st March 2012 with manufacturer to release to trade on 1st October 2012. Sounds like some of this has slipped already.
