As previously stated, it will be track & driver dependent but you usually lean towards whatever gives the best lap time and/or what gives you the best race performance (no good being quick in practice only to find yourself being an easy target out of tight corners during the heats etc).

If you get the optimum lap by hitting the rev-limiter by the end of the straight then thats fine. It's whatever works best for you.
