Simple solution, always works for me anyway, is to pop a small allen key up through the air hole in the bottom of the carb and gently move the diaphragm up and down. This always (for me) breaks the "seal" of gum around the needle allowing it to fire up. The engine does tend to rev away at first so be ready with the brake if you are starting it on a stand.
