Assuming you've looked at all the stuff above, this is something more serious/involved to check. It could be that the builder hasn't balanced the crank and/or fitted the oil seals properly on assembly. This will result in poor [or no] crank case compression and the engine won't start. Given that you said you had the engine rebuilt, I think this is something you can't rule out.
