If there are significant diffrences in engines, which would seem to be the case. Then it seems to me you need to go to one extreme or another. You either want a fresh from the factory new engine and hope you get a half decent one. Or you need to buy a prepared engine which can be verified in some way, either by yourself or from results or as a last resort the Dyno (but they can easily lie). Otherwise as a punter off the street, as it were, you might just end up with an engine build up from rejected parts or an engine that has been batch run on a dyno and found to be one of the not so good ones.
