The crucial word here is the use of the word "still". There is no ambiguity. If you use a chassis that has qualified as "TKM homologated" at any time in the past, then regardless of whether it is modified or not, it "STILL" must have its plate on, or it's not eligible.
This is what the rules as written mean. If that's not what Turney meant them to say, then somebody had better ask him for another of his famous "clarifications"!!!
