It is a terrible decision . The pole man can dictate the pace of the rolling lap and go as slow as he wants , in fact I have seen a rolling lap done at a snails pace as a tactic by the pole man - not very sporting but not illegal. The 2nd place should not cross the line before the pole man but pole man should not accelerate too early either - most circuits have an acceleration point which is usually explained to drivers at driver's briefing . If the start wasn't good then the starter should have requested the false start flags be displayed and they should have gone around for another attempt at a start. The starter is a judge of fact and if he felt the start was good then the clerks should not have overruled. Did the other driver make a protest?
