It all depends on how someone regards their time, what value they place on it.

Secondly, if the requirement is for marshalling from the driver, then many drivers who join a club championship....or any other championship would have to go to another track to do their stint or potentially lose points in the champs, and lastly, does marshalling require any sort of experience? If it becomes merely 'time' that has to be spent being supervised, then it is relatively pointless, so presumably the aim is to produce someone who can be relied upon to marshal properly and unsupervised for some benefit to the club and sport.

If you are going to have to visit another club to do your marshalling, then they will need someone to have signed you off as competent or conduct their own examination.

Now, there are ways round all of these, for example allowing a driver to discharge his marshalling time by having someone else, one of the hangers-on, the karting mum / partner / friend / spouse etc.

The clubs may also have a PR problem too. Most marshals get paid their expenses. If you have someone completing their licence requirement for marshalling, or completing someone else's requirement, do they get paid too, even if supervised? If a club has a load of new members, can they actually and usefully fit them round the track? (OK so it's marshalling and /or observing).

It's not imnpossible, but one cannot ignore the fact that there are problems as well. Making it a condition of getting a licence may create fewer licence holders too.

(I'm not against the idea, but where it has been suggested at clubs (eg: Clay), it has often been found unworkable)
