The concept behind the allocation of grid starting place in the three heats is that, if you add up all the starting positions over your 3 heats, everybody will have roughly the same 'total'.

E.g. in a grid of 20:-

1, 20 and 12 = total 33
2, 19 and 11 = total 32
3, 18 and 9 = total 32
4, 17 and 10 = total 31
5, 16 and 13 = total 34
etc..

It rarely comes out perfectly but it's close enough to make little difference.
