For me 13 is a bit on the high side for Shenny - unless it was very , very cold!! Rear grip can be changed by axle grade, track width and rear hub length and of course seat postion....... As for your front bar, I do know Gillards work with the bar in or out, in should give more front grip. Really you are just going to have to test each setting on the track. I would try and get a 'baseline' set-up from Gillard for your kart, then try the tyres etc. but only change one setting at once. See if your times improve and record the best, including temps and grip level.
