Carb generally dumps fuel when the needle isn't sitting properly in the seat. This is caused by dirt or build up of oil. Changing the gaskets won't fix this although if they're old I would change them anyway.

You need to get the needle out and give the tip a good clean. You need to clean the seat thoroughly aswell. If you can't take it out (you need a special socket) use WD40 and Carb cleaner.

You can check if the needle and seat is holding pressure before reassembling with a Carb pressure tester and special adapter which you fit to the hole in the carb body opposite the needle.
