Tryton cadet carb problem

Is the cause of fuel dumping on a Tryton carb, dirt or crud in the carb? Do I need to change carb kit?
I had this problem after one 'dampish' session without the wet box.
Stupid question,Which is the correct way up for the rubber diaphragm in the carb, metal disc down or up?
