You can have a lower rail welded in
place or no lower rail but you cannot have a bolt on lower rail as this is
then a torsion bar and is not permitted.

The Blue Book states a rear bumper must have a minimum of a single rail, therefore an intrusion bar or lower rail is permitted unless otherwise stated in class regs. TKM regulation D.3.3.15 says a bumper must not incorporate adjustable torsion by design. Since the anti intrusion bar
could be locked tight, or floating, it is considered adjustable torsion, and
is therefore not permitted.
