I can see no reason why any given change should have the opposite affect on handling on a cadet compared to a senior kart. Don't be swayed by pit-lane psychobabble. Boiled down to its simplest, if you have understeer you are not taking enough weight off the inside rear; if you have oversteer you are lifting the inside rear too much. Karts usually understeer in the wet because there is insufficient cornering force generated to lift the inside rear wheel, so your set up needs to be one that will help do this. Wide at the front, narrow at the back, move weight up/forwards, increase castor, increase toe out, loosen axle bearings in housings (only if a 2 bearing chassis).
