There were instructions for setting the Tryton carb issued by zip but as I can't find a link to them I will summarise the basic procedure for getting the carb settings right which is the most likely reason your engine isn't ticking over.

The jets are adjusted by the two black screws on the Carb. The one nearest the engine is the Low (speed) jet and the other is the High (speed) jet.

Ideally you need a rev counter so if you haven't got one yet that should be your next purchase.

Start by disengaging the throttle cable from the carb altogether with both jets turned out 1 full turn. Now start the engine. You might need to work the thottle lever by hand.

If the engine doesn't tick over then screw the Low jet in until it does but just enough for the engine to be ticking over. Revs should be about 1600-1700. That's the low jet set.

Now re-engage the throttle cable and adjust the throttle cable adjusters on the chassis so that the engine ticks over at about 3000rpm. Basically you need to create some tension on the cable so that the carb butterfly is very slightly open.

To set the High jet you have to rev the engine up to full reves but only momentarily. You want the engine to rev up through the range cleanly whilst being as rich as possible. So screw the High jet out until the engine starts to not rev out cleanly around 12000-12500rpm. From here turn the High jet in 1-2 minutes (per a clock).

It's important not to hold the full revs for more than a second or so but with a bit of experimentation with the jets it will become obvious.

If you can't get the engine to tick over and run cleanly then the next step is to strip and clean the carb.

As a rule of thumb I would fir a new set of gaskets after every 10 hours of running.
