There may be some truth in that, but probably unlikely. Teams have a reputation to keep, and if they tell you an engine is a corker and it turns out to be useless then word will soon get around. I can honestly say that I am 100% truthful about all the equipment I sell, if an engine is mediocre, it will be priced and described accordingly.
If you are in doubt most teams / engine rebuilders will let you try before you buy, so if you have something to compare it to and you are genuinely interested, why not take them up on the offer and test one?
