I take it the gasket at the base is fully intact around each of the studs, I ask because many many years ago I had a similar problem with a motorbike engine and it turned out to be the lower gasket which was sealed around the outside of the cylinder but split inside against the inside of the engine. Although it was split when I put it on I did not realise it would cause a problem, it’s a long shot, good luck
