Maybe they could send them out with Senior Rotax as if you look at the championship tables there are only a handful of drivers who support these clubs regularly.
From the links that Rotax Tim has posted it looks as if this class will be putting some money into the club events via trophies, tyres and spares so it could be a success. Only time will tell - just as for Super Cadets.
