In answer to your questions :

1. A properly fiched engine is one that has been rebuilt as close as possible to the manufacturer's specification and not just the manufacturer's tolerances. Theoretically it should produce minutely better performance than one that's built only to tolerance.

2. If an engine has been fiched by a builder, they will have issued an invoice for the work done. If you've bought the engine second hand, as the seller to provide you with the invoice. If they've lost it etc... you may be able to get Steve Ogden to tell you if was fiched by him when it was last built.

As has been said already, as a novice don't even think about spending money on fiching a motor until you're absolutely certain you can develop your driving no further. It will be an expensive folly and nothing more.
