If the starter is turning but there is no engagement with the engine, then the problem lies with the starter bendix.

The Bendix is driven forward by the strater motor to engage with the starter ring. If it isn't moving forward then either it is jammed (when did you last clean it) or it hasn't got enough speed for the inertia to drive it forward.

As poddy says, the lack of speed can be down to the battery.

A jammed bendix can be solved by cleaning, but you need to look closely at the wear.
