Most of the performance variation came from the barrels. The 2009 on barrels are CNC machined to a greater tollerance making things more even. They used to be cast. The mold would wear and need replacing hence some years better than others. A rebuilt engine is deffinately quicker than a jag supplied new motor. An engine builder will take more care and do what he can (within the rules) to improve the engine. My lads was quiker/higher revving. As for teams I don't think it would be a simple as you suggest. My guess is the buy x number giving them to the engine builder. He will then build say two using the best bits. The others put back together and sold.
