Ignoring unsealed and perhaps modified engines for a moment, is there really much difference between engines whether they are new over the counter or rebuilt and sealed by authorised dealers?

There's a lot said about certain years of cylinder barrel for example, is this all just a myth or down to Rotax components varying from batch to batch [or year to year]?

A recent post indicated that teams may buy a few new engines and reject some, so why the noticeable performance differences?
