It will only be better is the "top end" you mention is better than the "top end" you already have.

The porting on the new barrels are just machined to a tighter tolerance than the style barrels so there is more chance of optimising the porting. In a batch of say 100 new barrels you should get virtually all of them to be good but with the old, cast liners a fair percentage of then ight only have been average.

If you have a good, old style barrel it will be as good as a good,new style barrel.
