The main reasons are:
1. By changing the front sprocket you can run with a smaller rear sprocket at circuits where this is necessary. Smaller rear sprocket means less likely to hit a curb and throw a chain.
2. We change the front sprocket by one less when it rains, rather than change the rear. Is quicker to do if rushed.
3. Sometimes (rare) you need to add 0.5 of a tooth to get the optimum and this can sometimes be done by changing the front and rear sprocket together. You need a gearing chart to work this out.
