...all of which you need in TKM or indeed ANY karting. So TKM "might" be marginally cheaper then - on upfront costs.
Then you have double the number of drivers in Rotax compared to TKM (All levels), albeit in a few select areas such as Hooton. Rotax is also the most competitive class in the world, and the UK has some of the best drivers in the world.
Therefore, do you want to compete against the best in the world or not?
