They haven't changed the rules to permit driving over the kerbs at all.

1) the track is still defined as the bit between the white lines.

2) U.12.5.3 Any driver leaving the track more than twice, for whatever reason, may be excluded

3)U.12.5.4 Where a driver consistently drives with ONE wheel off the track, he may be excluded at CoC's discretion for driving in a manner incompatible with general safety.

The only modifications as far as I can see are that leaving the track has been defined elsewhere as all four wheels outside the white lines where it was previously less defined and;

Wheel over the edge has been changed from 'twice or more' to 'consistently', because of the difficulty in determining incident from intent.

So lets be quite clear about this.

You are not allowed to run the kerbs, except as a safety measure

If you appear to be using the kerbs deliberately, in that you repeatedly run the same kerbs or are often 'wheels over' then the Clerk can assume that you don't have complete control of the kart (because you are always needing to use a safety feature) and exclude you.

There are a couple of other points here. If you can prove that (as in the TKM champs on TV recently, where every lap the leaders were at least three wheels over on the one corner) the driver in front only stayed in front because he always drove the kerb, the you can make a legitimate complaint.....but make sure you are squeaky clean.

Second, it's no use bitching if the problem is the lack of qualified observers. As a driver you know when a kerb is being taken repeatedly or deliberately, so volunteer to the club to observe for one race, one corner, each meeting.

After all, it is only going to take one race where the first five drivers are excluded for kerb riding for the message to get through, isn't it?

And, yes, people saying that the rules have been altered to make kerb riding legal, when they haven't, makes kerb riding more likely.
