Agree with Ditch.
With engine not running, put full throttle on then let go quickly. If you dont hear a metallic click in the carb as the slide hits the stop, your throttle is not closing fully.
If its not then check the options -
-not enough free play in the cable
- Dry cable stiff and needs oiling
- Broken strand in cable stopping slide shutting

Also possibly bent needle
