rebuilding a top kart master cylinder

Hi all can't work out if I'm doing something wrong its your basic single kart master cylinder.

The spring goes in with wide end first so if you look doen the barrel of the cylinder you can see the metal cap on the end of the spring.

The large seal then goes in so the flat side is facing outwards then the piston goes in and the lever bar and that should be it shouldn't it, it just seams that moving the bar is really difficult?
