Further to what Itpro has suggested, when trying to restart it, with the kart on the floor, lift the rear end, hold the throttle wide open and start. Nine times out of ten this will get it fired up. It will splutter a bit then clear.

Regarding the jet winding itself out, does it have the spring fitted?
