Hi Steve, do you have a device such as an Alfano to tell you the coolant temperature?
The short answer to your question is that in an ideal world, yes, the water should be hot (about 50 to 60 degrees) but if you are running a full radiator with no covering and the air temp is low, it isn't going to get hot.
If you want to bring the temp up, try covering part of the rad (be careful not to cover too much and overheat the engine though). Also, using neat water as opposed to water/antifreeze or coolant mix will make the engine run cooler.
