No, it clearly isn't. The original cicuit used up to the mid 80's was always listed in the programme as being 770 yards, and then post metrication 720m (the error between the two being about 16m). The subsequent changes haven't change the length that much, its added about 30m, so with my own measurement of the shortest way round it at 680m, it must have originally been around 650m. I measured it here:

Using 900/950m gives an unrealistically high average speed bearing in mind the known maximum speed attained.
