Originally there were two pipes that hung down the side of the carb and acted as breathers for the float chamber.

It was compulsory to run the tubes into a catch tank.

Then they allowed a single tube with a breather hole cut in it to be used, looping the two elbows on either side of the carb.

If you don't have the hole you will find your carbie acting more than a bit funny.
