Getting the Power Valve working again

I noticed my PV was completely stuck in after my last time out so have set about getting it working properly again.

I took it apart and cleaned the rubber and metal, but the blade itself is black and gunky. Is brake disc cleaner as a rough metal brush the best thing to use on that?

Also when I put it back together and in the back of the engine, the blade seemed to get even gunkier when slotted back into place, could there be loads of dirt in the actual slot where the blade goes and if so is that cleanable?
