Firstly, as soon as he passes his Arks test, he's eligible to race in the Hoddesdon Kart Club Championship on his National B Novice Licence. He'll have to run on Black and White plates for 5 races, where he'll have to get his licence signed by the Clerk of the Course (you just leave the licence when you sign on and REMEMBER TO PICK IT UP AT THE END OF THE DAY :D).
After those five races, I believe you send you're licence to the MSA, and you then have a National B Licence. This means you run on the regular Yellow plates, and if you're looking to do National Champs the following year, you need more signatures, but thats well in advance.
You can start competing there whenever you pass the Arks test, be it before the championship starts, halfway through the year, last round. Rye would be a great place to start, a very friendly atmosphere and a great place to learn your trade. Plus you probably won't have the Novices' dad nightmare of the MSA Championship drivers turning up, which can be frightening if your lads only done one race.
Might I suggest a trip to Red Lodge Kart Club as well. Its near Newmarket, a Non-MSA club, and run on Saturday (I think the same weekend as Rye). You don't need a licence and everybody there is very friendly too.
