You shouldn't really be able to tell any difference in compression by turning it by hand, however this could be down to the new rings not yet being bedded in, or the lack of oil in the bore helping them to seal. Another possibility is that the head outside spigot that drops over the top of the liner may be too small, so that the liner & head mating faces are not sealing.
