TKM - Torsion Bar Welding

I note in the news section that TKM has issued a clarification of the rules relating to torsion bar welding, having read these notes I see that the primary reason for this rule was to not disadvantage existing TKM chassis when the new CIK chassis where introduced.

It seems to me in light of this statement that TKM have again missed a trick, given that it is easier and much more accessible to most karters, to use a hacksaw rather than a welder, why not change the rules so that existing TKM chassis could have adjustable Torsion Bars?
