The 8.5 was introduced to give a better response as the throttle slide progressed from zero to 1/4 throttle. The 12.5 was thought to deliver too much fuel. The 12.5 & 8.5 refers to the progression circuit that is there to supply fuel when the vacuum is insufficient to draw fuel from the main circuit and is a sort of crossover.

John'll probably elaborate on that in about three words :)
