Yes. With the Rotax the rules forbid removal of materiel so it requires careful and time consuming matching and measuring of all parts during assembly thats why a 'bad motor' will probably be better when fiched but only as much as the closeness possible to the original spec as intended that can be achieved without removing any materiel. Given that the manufacturing tolerances are so far either side of the ideal fiche spec is the reason for so called 'Monster Motors' existing legally and is also the reason Rotax have taken the CNC production route to achieve a much smaller spec tollerance when manufactured. Hence the 09 motors were found to be more consistent than those of previous build years (04 & 07 appeare to be good ones in most cases) I kmow QOT is a huge advocate of the removal of the seal to allow tuning and this would remove some of the cost incured mixing and matching parts that we have now however the 'Cheque Book' motor would still win due to the rescources put into finding every last ounce of power and it is likely that the same situation of the have's winning and the have not's trailing in behind anyway. In addition to this with tuning allowed I believe that the costs would rise sharply due to more unreliability from the higher stressed motors so in conclusion, as much as it is hated I think the seal is serving a purpose. I for one would not be able to race at all if I had to run more than 1 motor and have to pay for constant rebuilds to keep them sharp and stay with the front runners. As it is I can do this with my 1 sealed motor and 1 rebuild a year, surely not the case if it were a free for all on tuning.
